Which is better 00 Buckshot or #4 Buckshot?

Which is better 00 Buckshot or #4 Buckshot?
I've always used and kept my 870 loaded with 00 Buckshot. However, because of my living situation (close neighbors) I switched to #4 Buckshot with 27 pellets. I took both versions of those buckshot to the range and tested them out, side by side. The #4 is pretty devastating, I have to say. Of course 00 Buck is devastating as well, but for some living situations, I personally think #4 Buckshot is a better choice. Just wonder what other folks think about this.
Due to the increased price of ammo, don't expect a warning shot...

The Navy Seals used #4 in Vietnam. There object is to wound an enemy. Who requires several people to care for him. #4 is rated to yield 14 inches of penetration in FBI standard ballistics simulate. Which barely meets the 12-18 inch standard. My choice would be tried and proven 00.
