I bought my 870 last year, but never got a chance to take it out, so this was my fist time shooting it. I had 4 boxes of Remington Gun Club Target Loads that I was shooting.
A few shots in, I started to have problems extracting the spent shells. The slide would lock up and would not travel back to extract the spent shell. I would have to give three or four pulls with all my force to get the shell to finally come out. This happened in about 1 out of every 5 rounds. Towards the end it got to the point where the extractor would actually tear a chunk out of the base and rim of the shell. I would then have to reach into the chamber and spin the shell around with my finger so the extractor would have something to catch on. This happened on about 3-5 rounds. I ran my finger into the chamber and didn't feel anything that would cause the shells to get hung up.
So, has anyone on the OB had or heard of this issue with a Remington 870 or this ammo?

Is the gun new in the box purchase, or used? If used, start with a thorough cleaning, which includes cleaning the chamber with a chamber brush and solvent.
Are there any marks on the brass portion of the shells or on the plastic hull which might give an indication if there are issues with the chamber?
To help clarify the issue you are having, from what I understand is that the action was locked up and was having a hard time unlocking so you could cycle the action rearward, is this correct? Then when you did get the action to go rearward, it was tearing the rim of the empty shot shell, but you are able to spin the empty shell by hand in the chamber, is this correct?
If you are able to spin the empty shell by hand, then the shell isn't stuck. So the question is why is it leaving the empty shell in the chamber, and you are tearing the rim of the shell, if this is what you are experiencing, then I would suspect something with the extractor.
Also for process of elimination, try a different ammunition to see if you experience the same issue.
