The 870 came out when armored police were much less common, and even today, the traditional no-frills 870Ps like yours are really meant to be patrol/cruiser shotguns for day-to-day police use, not so much SWAT teams with a ton of armor and gear. If you look at more tacti-cool 870P models with extended mags, fancier sights, and other such bells & whistles meant for full-time combat, short or adjustable stocks more commonly come as standard.
Short stocks are of course available for departments that want them, and anyone who knows which end of a screwdriver to hold can change an 870's stock.

Correctly stated. Thanks again. I use to be a Firearms instructor for the State of Indiana DOC. Main firearms back then were the S&W Model 19, Ruger Mini 14 and the Remington 870. We very seldom shot it from the shoulder, mainly skip shot from the hip with #4 Buckshot. Aim to skip approx. 5' in front so it would skip up off the ground and hit the leg area. Non Lethal shot. So I really never noticed the full length of the stock. Plus I was a lot younger, that was over 23 years ago.
