Sticking Shell Latch

I’m having intermittent issues where I can’t cycle the action forward because the shell latch keeps sticking in the up position.

The issue happens loaded or unloaded. When the latch seizes up it feels like it is catching on something; with most of the resistance on the right side of the latch. However, I can’t identify the cause of the seize up. It takes a lot of effort of continually trying to jerk the action forward until the latch unsticks and the bolt closes.

I’ve pulled the trigger group out, cleaned it and the receiver, but that does not help. It will run fine a few cycles, the issue comes back, and then it will run fine again...rinse and repeat.

Has anyone experienced this issue and if so, how did you resolve it?
